It wasn't me, but I do find it intriguing how frequently many people do reformat and reinstall their OSes -- is computing really meant to be that complicated? I just put Snow Leopard over Leopard, and perhaps I was lucky but it worked well. I wonder why there is so much variation in upgrade experiences -- perhaps it is the result of many many apps being installed, changed, uninstalled and leaving lots of detritus all over the place?
Or perhaps my reluctance to nuke and pave is because I have so much data that backing it up and reinstalling opens up the potential for all sorts of bother. Dunno. Yet while I'm not against reformatting where necessary, I would suggest people try many options before doing it out of hand - unless, of course, you've figured out an easy way to do it and don't mind at all. In which case, carry on.
