Lightwave Help Needed!

I'm about to begin post production on a film that requires some animated moody shots of a film noir style city. The look I am going for is an art deco style city, similar to that of Gotham City as seen in the Bruce Timm version of Batman: The Animated series.

I am reasonably adept at modeling and animating in Lightwave, but I want this city to be shown at night, with the light sources coming from skyscraper windows and other city night time ambiences. Lighting is one of my weaker points.

The kind of shots I want to animate are close to the long pull outs and aerial shots from Sin City.

Is there anyone out there who can offer any advice as to how to go about creating my city for night time use in Lightwave?
